Ryan leaves Mill Creek council
Any qualified Mill Creek residents who want to serve out Ryan's term through November 2013 is encouraged to apply. The interim appointment to the council's Position 1 would last until a winner is certified in next year's elections.
Ryan announced his resignation at the Sept. 4 City Council meeting. It became effective the following week.
In making his final remarks as a councilman, Ryan emphasized his love for the city. He took time to thank the many colleagues he had worked with during more than 17 years in office.
"I'd like to thank you for your friendship and for all the great work that we did," he said. "It's just been a real treat."
Ryan, 55, said he regretted leaving, but had taken on extra responsibilities at his job with Kidder Mathews, a commercial real estate firm. The extra duties would force him to miss several meetings through the end of this year. He said it would have been unfair to stay in office.
During Ryan's time on the council, Mill Creek doubled in population from just over 9,000 people in 1995 to more than 18,000 today.
He helped guide numerous civic projects, including Mill Creek Town Center, the Mill Creek Sports Park, the Mill Creek Fire Station, four new neighborhood parks and the Veterans Monument in Library Park.
Ryan also served stints as mayor, represented his city for Snohomish County Tomorrow and served on the Joint Fire Board with Snohomish County Fire District 7.
State law requires the city to fill his job by interim appointment. The City Council expects to interview applicants in public at its regular meeting on Nov. 13. The City Council can act that night, or at another meeting before Dec. 10.

Anyone interested in applying for the interim appointment to former Mill Creek City Councilman Terry Ryan's seat must submit an application and letter of interest. Applicants must be registered voters who have lived within city limits for one year or longer.
The deadline to apply is 5 p.m. Oct. 26.
