Proposed penalty: Fined $13,500, with $6,750 stayed if no similar violations for one year

Subject: Sparky’s Towing of Lynnwood

Reason: Overcharged for storage fees, failed to keep required records, failed to send required information to state agencies and failed to meet storage yard requirements, among other violations.

Agency: Washington State Department of Ecology

Proposed penalty: $4,000 fine, agreement by city to make $4 million to $5 million in sewer-line repairs.

Reason: One million gallons of raw sewage released into North Creek in April.
