Clarify laws to reduce danger

We really need to clean up our laws to clarify the how and why a person is liable for endangering others. That district court judge stopped for DUI knew the laws are so convoluted that he would not be charged if he refused to cooperate with the arresting officers. The law should be that a person driving so as to clearly endanger the lives of others should be stopped and prevented from further endangering others, regardless of the reason for the erratic driving. The vehicle should be either impounded by the authorities or towed, if the owner can afford it and chooses that option. Not all poor drivers are under the influence of chemically impaired senses. But bystanders should not be endangered, regardless. And that "person" who happens to be a district court judge should be ashamed of himself for knowingly violating the trust of the public and his oath as a member of the judiciary.
