Mill's end brings a new view

Another major portion of Kimberly-Clark Pulp and Paper Mill lies in a heap Thursday morning, and the north Everett neighborhood view of naval ships is somewhat clearer, despite the massive piles of rubble, and winter drab.
The City Council in January retained the former mill site's industrial zoning, requiring water-dependent uses along the immediate shoreline.
