Property values spike in county

EVERETT -- Assessed house and condo values in Snohomish County showed their first rise in years, growing by 9.6 percent on average in 2013, according to official notices hitting the mail this week.
Commercial properties also showed an overall gain of 4.3 percent over 2012.
"On average, values increased countywide," County Assessor Cindy Portmann said. "Residential values increased a little more than commercial values."
The upturn stands in contrast to 2012*, when values declined 7.8 percent for residential properties, and 5.8 percent for commercial properties.
The change varies widely from property to property, depending on location, zoning and condition, among other factors.
The assessed values will be used to calculate property taxes due in 2014. Commercial notices were mailed the week of June 24.
The county began sending out residential assessment notices Monday.
The new assessments are supposed to reflect market value as of Jan. 1, 2013.
Property values rose in most of the county.
The biggest gain in average assessed value was nearly 10 percent in the Snohomish County portion of the Northshore School District. The areas covered by the Snohomish, Edmonds, Monroe, Mukilteo and Everett school districts all rose, on average, by more than 8 percent.
A couple of areas saw values weaken.
In the area covered by the Index School District, total property values were down about 1 percent compared to last year. The Darrington School District area slipped by about a half a percent.
The assessor's staff in the coming months will tally up new construction values to add to the tax rolls.
The value of all assessed residential property in the county in 2013 is about $60.1 billion, up from $54.8 billion last year. The corresponding numbers for commercial properties are $23.3 billion this year, up from $22.3 billion last year.
People can challenge the accuracy of the county's new value estimates by appealing to the Board of Equalization within 60 days of the date the assessment notice was mailed. However, the assessor encourages property owners to talk to county staff before filing an appeal, since many issues can be resolved through mutual agreement or explanation.
