Another budget battle. In 1976, Congress changed the beginning of the fiscal year from July 1 to Oct. 1 to give them ample time to enact a budget. This hasn’t worked. Maybe Congress needs a little incentive to do its No. 1 job on time. How about restricting their summer vacation until after the budget has been approved? Unfortunately, such a change would require congressional approval and they always seem reluctant to change anything that would interfere with their well-being. We could make it an issue in next years election and ask the candidates where they would stand on such a change.
