The permits are for a seven-story building on the southeast corner of Rucker and Hewitt avenues. A Hertz rental-car lot currently occupies the space.
The project is the latest in an apartment boom in recent years in downtown Everett west of Colby Avenue.
Only a block to the west on Grand Avenue, developer Lobsang Dargey’s company, Path America, is currently adding 220 upscale apartments.
In 2012, Skotdal Real Estate finished the 200-unit Library Place development on Hoyt Avenue, about two blocks away from the company’s latest project.
And the year before, Dargey finished a 108-apartment structure at Rucker and Pacific avenues.
