Their investigation led to the March 26 arrest of another 15 year-old Everett boy. He has been charged with rendering criminal assistance by driving the shooter to and from the location of the crime.
The suspects and victim are believed to be tied to gangs.
Detectives working the case located the suspected shooter in Portland. He was arrested Thursday by the U.S. Marshalls Service and will be returned to Everett for criminal proceedings, Everett police officer Aaron Snell said.
“At this time, all suspects believed to be involved have been arrested,” Snell said.
The victim, 22, survived the gunshots to both legs.
