Sex offender faces new child pornography charges

SEATTLE — An Arlington man is facing federal charges after child pornography allegedly was found on his cellphone.

Raymond Earl Devore, a 41-year-old registered sex offender, was convicted in 2000 of child pornography and communicating with a minor for immoral purposes.

When law enforcement officers asked him why he couldn’t stop looking at children being sexually assaulted he replied, “You don’t understand,” according to court papers.

The new case involves the alleged exchange of sexually explicit texts and pictures with a 15-year-old Oregon girl. Officials at the teen’s school became concerned after hearing she was planning on visiting an older man named “Ray” in Seattle, court records show.

Devore met the girl on Kik, a social media site. He reportedly told the girl he hoped to get her pregnant, and asked her to bring other young girls to their eventual meetup.

Local police set up surveillance of Devore and his Arlington halfway house at the request of Oregon detectives, court papers show.

The state Department of Corrections issued a warrant for his arrest after learning of the alleged violations of his release from prison. Devore was not allowed to have Internet access on his cellphone. Explicit messages between him and the Oregon girl reportedly were found on the phone.

He allegedly had used the phone and social media to contact at least 11 girls between 13 and 17 years old. Those messages included fantasies involving rape, domestic-violence and the molestation of his future children.

Devore allegedly had received child pornography as recently as December. Toddlers and infants were shown in the images and videos found in his possession, federal agents alleged.

The new charges were filed last week. Devore also has been known to live in Mountlake Terrace.
