While I support the goals of state Senate Bill 5323 and agree that the problem of plastics in our oceans must be addressed, I am deeply concerned with the provision of this bill that would enact what amounts to a regressive tax on all Washingtonians for using paper bags.
Washington state is a desirable place to live, and every corner is seeing the cost of living rise and rise and for people like myself are living paycheck to paycheck; it can get tough. Currently, in my town of Monroe, there is no ban on plastic bags, so paper bags are free at the register. This fee will come as an unwelcome shock to many. We cannot afford this fee, which will negatively impact low-income families, working families, as well as seniors and retirees who are living on a fixed and limited income. I do not like how this bag tax does not go toward furthering conservation goals or any other public good. It simply goes to big grocery chains. Washingtonians should not be forced to subsidize grocery store profits.
I also do not believe that this fee is necessary. It does not make sense, unless you are looking at increased profits for grocers, why a fee floor must be mandated. It seems to me and many in my financial situation like this are the grocers gaining financially, which is incredibly problematic.
